On a new house in Climate Zone 7, the insulation decision that matters most is not the R-value on the sticker. It is whether the assembly has a real air barrier. Two houses can both pass code at the same R-value and one of them will be comfortable and cheap to heat while the other has cold corners and a $400 January gas bill.

Code R-values for Climate Zone 7
Duluth and the surrounding communities are in IECC Climate Zone 7. Here is roughly where the numbers sit.

Verify with your building official. Minnesota amends the model code and adoption dates shift. These are planning numbers, not a code citation. Whoever pulls the permit should confirm the adopted values in your jurisdiction before framing decisions get locked.
The one thing that has not changed in any version of the code is the air leakage requirement and the blower door test that verifies it. That is where spray foam earns its place.
Wall assemblies, with the trade-offs
There is no single right answer. There are four common ones and each is defensible.
Fiberglass batt, full cavity
R-value: about R-21 in a 2x6 wall Cost: the baseline The truth about it: it will pass. It also depends entirely on a separately installed air barrier and vapor retarder being detailed correctly by someone else, and on the batts being installed without gaps, compression, or voids around wiring. Grade I batt installation is possible and it is not common.
Flash and batt hybrid
What it is: two to three inches of closed cell against the sheathing, batt or blown fill for the rest. R-value: roughly R-21 to R-25 in a 2x6 wall Cost: a middle number, and usually the best value on a Duluth build Why it works here: the foam layer air seals, vapor controls, and keeps the interior face of the sheathing warm enough that moisture reaching it will not condense. The fill does the rest of the R-value at a fraction of the cost per inch. You are spending money exactly where the physics is hardest and saving it where it is not.
The thing to get right: the foam layer has to be thick enough. Too thin a flash in a cold climate leaves the sheathing cold and you have built a condensing surface inside your wall. In Zone 7 do not go below two inches on this assembly, and three is better.
Full closed cell fill
R-value: about R-21 in a 2x4 wall at 3.5 inches, about R-35 in a 2x6 at 5.5 inches Cost: the most expensive cavity option Where it makes sense: 2x4 walls where the cavity depth is the constraint, additions where matching an existing wall thickness matters, and rooms over garages or cantilevered floors where the assembly is genuinely difficult.
Open cell full fill with a vapor retarder
R-value: about R-20 in a 2x6 wall Cost: less than closed cell, more than batts The catch: Minnesota code calls for a vapor retarder on the warm-in-winter side of framed exterior walls in this climate, and open cell does not provide one. So the assembly needs a Class II vapor retarder primer or an approved membrane before drywall. That is an added trade and an added cost, and once you add it the hybrid is often the better buy.
Roof and attic on a new build
Decide before you frame, because the roof framing depends on the answer.
Vented attic with insulation on the floor is the cheapest and most forgiving. Frame with a raised heel truss so you can carry full insulation depth all the way out over the top plate rather than pinching down to three inches at the eave. That single detail is one of the highest-value cheap decisions available on a Duluth build, and it is free at the truss order stage.
Unvented conditioned attic with foam against the roof deck. Choose this if there will be mechanicals up there, if the house has a complicated roof, or if the attic will be living space. In Zone 7 that means at least R-30 of air impermeable insulation in direct contact with the sheathing, about five inches of closed cell, before anything else goes below it. Cathedral ceilings. Either build a real, continuous vent channel from soffit to ridge, or go unvented with the R-30 foam layer. There is no reliable middle option and the halfway version is where cathedral ceilings fail in this climate.
Below grade and the rim
Two areas where a builder can save you real money by planning ahead.
Slab edge and under-slab insulation only goes in during the pour. Rigid board, not spray foam. In Climate Zone 7 an uninsulated slab perimeter is a serious heat loss path, and it is the one part of the house you cannot properly go back and fix later. Get it in.
Basement and crawl space walls. Closed cell directly on the concrete, then frame in front of it if the space is being finished. Avoid the assembly where a stud wall with batts sits against bare concrete, which is where a lot of Duluth basements grow mold.
Rim joists. Three inches of closed cell during construction, while there is nothing in the way and nothing to mask. It costs a fraction of what it costs to do later. See the rim joist page.
The ventilation conversation, which needs to happen early
An air sealed house has to be ventilated on purpose. This is not a caveat, it is the design.
Old houses ventilate themselves by leaking, badly and unpredictably, and they pay for it in heating cost. A tight new house does not. Minnesota code requires mechanical ventilation on new residential construction, and in Zone 7 that generally means a heat recovery ventilator or an energy recovery ventilator, which brings in fresh air while capturing most of the heat from the air going out.
Have this conversation with your builder and mechanical contractor before drywall. The failure mode is a well built tight house with no ventilation plan, and the symptoms are window condensation, stale air, and elevated indoor humidity in February.
Combustion appliances deserve the same attention. Any atmospherically vented gas appliance in a tight house needs to be evaluated for backdrafting. Direct vent or sealed combustion equipment sidesteps the issue.

We come in after: the building is dried in with windows and doors installed, and framing, electrical, plumbing, and mechanical rough-in inspections have passed.
We come in before: drywall, and before the insulation inspection.
We need: the building weather tight and reasonably dry, temporary heat in cold weather if surfaces are below the product’s substrate temperature, and the site clear enough for the rig to park within hose reach.

The most common schedule problem is being called in before rough-in inspections pass. If we spray and then an inspector needs to see a wire, somebody is cutting foam out.

Ranges for planning, not quotes. On a house that costs several hundred thousand dollars, the difference between the baseline and the hybrid is a few thousand, and it is the decision that most determines how the house feels and what it costs to run for its entire life.
We will also tell you when foam is not worth it on a particular assembly. A straightforward vented attic on a simple gable roof does not need spray foam. Air seal it and blow it. That is the right answer and it is a smaller invoice.

New Construction Insulation: common questions
What R-values does code require for a new house in Duluth?
Duluth is Climate Zone 7. The Minnesota residential energy code has historically set the attic at R-49, walls at roughly R-21 in the cavity, floors over unconditioned space around R-38, and basement and crawl space walls around R-15 continuous or R-19 in a framed cavity. The newer model energy code raised the attic to R-60 and walls to R-30 or an equivalent assembly. Codes get amended, so confirm the current adopted values with the building official in your jurisdiction before you frame.
Is spray foam worth it on a new build, or should I just use fiberglass?
It depends what you want from the house. Fiberglass will pass an inspection. Foam gives you an air barrier, which is the thing that determines how a house actually feels in January and what it costs to heat. The most common good answer on a new Duluth build is not one or the other, it is a hybrid: closed cell against the sheathing for air and vapor control, fiberglass or blown insulation filling the rest of the cavity. You get most of the performance for a fraction of the full-foam price.
What is flash and batt?
A hybrid wall assembly. Two to three inches of closed cell sprayed against the interior face of the exterior sheathing, then the rest of the cavity filled with fiberglass batts or blown insulation. The foam layer does the air sealing and the vapor control and keeps the sheathing warm. The batt does the cheap R-value. In a 2x6 wall in Zone 7 this typically lands around R-21 to R-25 and it is the value sweet spot for a lot of builds here.
When does the insulator come in during construction?
After the building is dried in and after rough-in inspections for framing, electrical, plumbing, and mechanical have passed. Before drywall. Windows and doors need to be in and the building has to be weather tight, because we are sealing surfaces that need to be dry. Scheduling us before rough-in passes is the most common way a spray foam job gets delayed on a job site.
Does a foamed house need mechanical ventilation?
Yes, and this is not optional. A properly air sealed house does not leak enough to ventilate itself, which is the point. Minnesota code requires mechanical ventilation on new residential construction, and in this climate that usually means an HRV or an ERV. If your builder is putting foam in a new house without a ventilation plan, that is a conversation to have before drywall, not after you notice condensation on the windows.
How much does spray foam add to the cost of a new house?
A full closed cell package on a 2,000 square foot new build in this area typically runs $14,000 to $25,000. A hybrid flash and batt approach usually lands $8,000 to $15,000. Standard fiberglass would be $4,000 to $8,000. So the honest premium for the hybrid is single digit thousands on a house that costs several hundred thousand, and it is the line item that most affects how the house performs for the next fifty years.
